Roy Smoot, MD, FACS

Dr. Roy Smoot has been with Cogent HMG since 2010 serving as Chief Development Officer (CDO). As CDO, Dr. Smoot oversees the business development and marketing functions and is responsible for new client relationships and service-line expansion for our hospital partners.

Previously, Dr. Smoot served as a hospital Chief Medical Officer for 5 years, most recently with the University of Maryland Medical System where he implemented numerous quality and cost-saving initiatives. Dr. Smoot is an innovator in minimally invasive surgery, and holds three patents for laparoscopic surgical instruments. He has extensive procedural experience as a general and trauma surgeon and was the senior and managing partner in a large private general surgery practice. There, he implemented new surgical techniques and practice enhancements while working collaboratively with hospital administration to expand surgical services and programs.

Dr. Smoot is board certified in general surgery and received his Doctorate of Medicine from the University of Maryland. He is a 2007 Fellow having completed the GE Fellowship Program for Physician Executives through Health Management Academy.
